Nepali Congress Moves to Reshape Leadership Structure Ahead of Convention

Himal Hub/ The Nepali Congress is considering a significant expansion of its top leadership structure as the party prepares to amend its statute during its ongoing general convention.The proposed changes would increase the number of vice presidents from two to four and joint general secretaries from 11 to 13. One of the new vice president positions is expected to be allocated to a senior leader, while another would be designated for a woman.

The party is also weighing the creation of a third general secretary post. Discussions are focused on adding a position for a woman, although no final decision has been made on whether the post will be created.If the additional general secretary position is approved, the party will also have to determine how the office-bearer will be selected. Options under discussion include direct election by the party’s general convention and nomination by the party president.

The proposed leadership expansion is being discussed by a statute drafting committee led by General Secretary Pradip Paudel. The committee is scheduled to meet at 11 a.m. on Sunday to finalize its recommendations.The recommendations will subsequently go to the Central Working Committee for approval. Once endorsed, the proposed amendments will be presented to the closed session of the general convention beginning Monday morning.Under the proposed structure, the number of joint general secretaries would rise to 13. Three of them(including at least one woman)would be nominated by the party president, while the remaining positions would be filled through direct election. The treasurer would also be appointed by the president.

The decision comes at a critical stage of the convention, with the nomination process for party positions scheduled to begin Monday afternoon. As a result, amendments to the party statute are expected to be among the first matters taken up during the closed-door session.The proposed changes could give the Nepali Congress a broader leadership structure, particularly by creating additional representation for women and senior leaders in key party positions.
