Himal Hub / After the government recommended six ordinances at once while suspending Parliament, Ram Chandra Paudel has found himself in a difficult position and plans to consult constitutional and legal experts.
He has invited constitutional experts to Shital Niwas for a meeting at 4 PM today.
The government says the ordinances aim to make public appointments more transparent and competitive, end political interference, speed up public construction, return money to small cooperative depositors, and improve services related to land, revenue, and surveying.
The proposed ordinances include:
- An amendment to the law governing the Constitutional Council to regulate how meetings are conducted for recommending appointments to constitutional bodies
- An amendment to the Cooperative Act
- Changes to laws related to universities and health science academies
- Special provisions to remove politically appointed public officials
- Changes to public procurement laws
Among these, the ordinance related to the Constitutional Council has put the President in a dilemma. Earlier, he had returned a similar bill passed by Parliament for reconsideration.
The new ordinance allows decisions to be made by just three out of the six council members. Previously, the President had objected to this provision, saying it went against constitutional and democratic principles that require a majority for such decisions.
